With the understanding that a helical anchor/pile is a deep end bearing foundation member, AST, Inc. requires it's Certified Installation Contractors to treat it as such by performing onsite, industry standard load tests.
Mr. Drake is an avid believer that while installation torque can be a useful tool in maintaining quality control, it can not and should not be the only method utilized to verify conclusively that the engineer's pile loading requirements have been met.
Though it is true that helical piles are an economical and efficient approach to deep foundation systems, we must remember that short cuts such as "installing to torque" are not always acceptable.
